There are pubs, discos, but more importantly a food court directly below the hotel, so affordable local food will not be a problem. You may want to eat there rather than at the more expensive food courts of the glitzier shopping malls.

If you want to save money by taking public transportation, simply take the MRT from Changi Airport to Dhoby Ghaut station, which is usually less crowded than Somerset station. You will have to change trains at Tanah Merah station and City Hall station. The short walk from the train station to the hotel will take you past Plaza Singapura (a shopping mall) and the Istana.
The basic rooms offer in-room coffee, which is not a bad touch.
